State versus private sector provision of water services in Armenia

Abstract: Despite increasing advocacy and adaptation of public-private model of water governance worldwide since the 1990s, today only 5% of the world’s population is served by water utilities with private involvement. The present article examines the experience of the water sector in Armenia with private sector participation. The study describes the process of the introduction of public-private partnerships in the water sector and focuses on analyzing the impact of privatization on water utility performance. The analysis employs the partial indicator method for evaluating the impacts in relation to operational, finance, and environmental performance, done by drawing on the database for the five water companies in Armenia. The empirical evidence shows that private participation in general led to improved overall performance. In particular, private involvement resulted in increased operational efficiency in terms of labor productivity, water metering, continuity of service, and revenue collection efficiency. There were mixed improvements in the operating cost coverage ratio. As for environmental performance, there were gains in the reduction of residential water consumption, accompanied, however, by an increase in non-revenue water.

Integrated energy in Germany–A critical look at the development and state of integrated energies in Germany

Abstract: In the face of global warming and a scarcity of resources, future energy systems are urged to undergo a major and radical transformation. The recognition of the need to embrace renewable energy technologies and to move toward decarbonization has led to significant changes in the German energy generation, consumption and infrastructure. Ambitious German national plans to decrease carbon dioxide emissions on one side, and the unpredictable and volatile nature of renewable energy sources on the other side have elevated the importance of integrated energies in recent years. The deployment of integrated technologies as a solution to interlink various infrastructures creates opportunities for increasing the reliability of energy systems, minimizing environmental impacts and maximizing the share of renewable resources. This paper discusses the role of integrated energy systems in supporting of sustainable solutions for future energy transitions. Moreover, the reinforcement of this movement with the help of different technologies will be discussed and the development of integrated energy systems in Germany will be reviewed.

Research on the railway construction process quality model based on the state-space method

Abstract:

In the ISO9000“input- output”process model,the concept of process quality is difficult to get the correct interpretation. From the point of view of the process's“white box” theory,this paper puts forward the scientific meaning of the concept of process quality and the process quality model by taking the basic operating unit of6M1E in the railway construction project for example. The basic operating unit system consists of the technological natural process,operation process and management process;the process quality of the basic operating unit system depends on the interrelation and interaction among those three sub- processes,and also subject to the impact of the external disturbance input factors. Finally,the cast- in- situ prestressed concrete continuous box girder construction process is utilized to elaborate the specific application of this theory in the quality management of the railway construction project.

Abstract: Generally, the (DBA) method uses multiple worker nodes to solve the bundle adjustment problems and overcomes the computation and memory storage limitations of a single computer. However, the performance considerably degrades owing to the introduced by the additional block partitioning step and synchronous waiting. Therefore, we propose a low- consensus framework. A based asynchronous method is proposed to early achieve consensus with respect to the faster worker nodes to avoid waiting for the slower ones. A scene summarization procedure is designed and integrated into the block partitioning step to ensure that clustering can be performed on the small summarized scene. Experiments conducted on public datasets show that our method can improve the worker node utilization rate and reduce the block partitioning time. Also, sample applications are demonstrated using our large-scale culture heritage datasets.
